Военное положение в Украине внесло коррективы в реализацию международного проекта BSB 1010 «Развитие и продвижение общего наследия» операционной системы EMS «Бассейн Черного моря 2014—2020», по программе которого в Болграде реставрируется Дом Малевинского в парке культуры и отдыха им. А. С. Пушкина.
Все мероприятия, запланированные в этом году украинской стороной, в рамках безопасности пришлось перенести в другую страну. Организаторы проекта предложили выбрать для проведения мероприятия соседнюю страну – Молдову, город Кагул.
По плану представители проекта в Болграде провели обучающий семинар с 23 по 26 ноября «Экологический и хобби-туризм в районе озера Ялпуг: передовой опыт и перспективы».
Дата проведения совпала с массовыми атаками на энергосистему Украины, в результате чего страна была обесточена и на всей ее территории введены экстренные отключения энергоснабжения. В Одесской области, граничащей с Молдовой, не работали международные пункты пропуска. Пересечь границу всей группой из 15 украинских представителей для участия в семинаре не удалось.
НЕВЗИРАЯ НА СЛОЖНЫЕ УСЛОВИЯ СЕМИНАР НАЧАЛСЯ ВОВРЕМЯ
Встреча участников и регистрацию провела Галина Иванова, директор Одесского областного центра болгарской культуры в Болграде и журналистка София Чебан, которым удалось выехать в Кагул раньше.
Мероприятие началось с презентации рекламно-информационного фильма, основных культурных объектов, исторических и природных памятников на территории Болградской общины.
К тому времени координатор проекта в Болграде Юлия Димитрова вместе с лекторами Валерием Димитровым, Татьяной Симоновой и журналистом издания «Дружба-Махала» Татьяной Маноловой смогли выехать в город Кагул, чтобы провести мероприятие.
«Украинская сторона рада вас приветствовать в соседней Молдове, к сожалению, ситуация в стране с энергоснабжением не позволила всем участникам встретиться с вами, мы сделали все, чтобы оказаться здесь хотя и маленькой командой. План, согласно которому мы должны провести семинар, будет реализован», — поздравила участников семинара Юлия Димитрова.
Она отметила, что с первого дня переговоров с муниципалитетом города Кагул ощутила поддержку в подготовке семинара. И когда переводчик с румынского языка не смог пересечь украино-молдавскую границу и присутствовать на мероприятии, власти города Кагул помогли организаторам проекта, а Татьяна Романюк, заместитель мэра, сопровождала перевод для румынской стороны.
«Рада приветствовать в городе Кагул представителей трех стран – участников международного проекта. Все мы оказались в сложной ситуации, но нам удалось организовать данное мероприятие, встретиться и продолжить сотрудничество, обсудить планы на будущее. Как бы то ни было, мы оптимисты, верим и надеемся на лучшее. Желаю от имени администрации города, чтобы эта встреча стала плодотворной и принесла только положительные эмоции, новые общие идеи, которые в будущем удалось бы реализовать», — пожелала участникам семинара Татьяна Романюк.
Виды туризма
По программе семинара Валерий Димитров провел для представителей из Болгарии и Румынии лекцию, где рассказал подробнее о таких видах туризма как корпоративный, учебный, событийный, эко- и агротуризм, активный и экстремальный, экзотический или приключенческий, хобби-туризм, шоппинг, таймшер, и культурно-экскурсионный туризм. Вместе с участниками Валерий Димитров проанализировал, какие виды туризма возможно реализовать в трансграничном регионе – Украина-Болгария-Румыния-Молдова.
Прежде всего, эти страны объединяет культурная составляющая – многонациональность, язык, традиции.
«Мы должны сделать комбинацию исторического и современного, чтобы не потерять свою особенность. Вместе с тем развить и популяризировать свою культуру для потомков, в этом нам могут помочь общие проекты», — отметил Валерий Димитров.
Объекты экотуризма в мире, туры экологического направления Одесской области, Болградской громады
Наиболее удачным для развития, по мнению участников семинара и лектора, для Бессарабии эко- и бизнес-туризм. Этот регион привлекателен для туристов природным потенциалом Придунавья, наличием исторических и культурных памятников.
«Конечно, чтобы реализовать интересный проект, необходима база. На примере проекта «Развитие и продвижение общего наследия», объединившего три страны, мы видим, какой синтез возможен. Такой проект дает возможность сравнения, знакомства с другой культурой, обмен опытом и, что очень важно, теоретическую базу», — рассказала лектор Татьяна Симонова.
ПРАКТИЧЕСКАЯ ЧАСТЬ
Имея опыт реализации проектов по реставрации культурных памятников, участникам семинара предложили создать проекты туризма на территории Болградской громады, а именно – на берегу озера Ялпуг.
Так, команда из Болгарии предложила на территории у озера создать комплекс со следующими локациями: велодорожки, гастрономические локации с национальной кухней, площадь для культурных мероприятий, детская площадка и площадка для конного спорта, лунопарк, создание лодочной станции и пирса для спортивной рыбалки.
Представители румынской команды хотели сохранить подлинность территории у озера и предоставить возможность туристам и гостям сочетаться с природой. Создать зону отдыха у озера, зоны для палаточных лагерей, различных видов наземного и водного видов спорта.
Два предложения участников семинара имеют хорошие перспективы развития.
РАБОЧАЯ ВСТРЕЧА
Организатор проекта Валентин Димитров, муниципалитетные советники и координаторы проектов из Украины, Болгарии, Румынии встретились, чтобы обсудить этапы реализации проекта «Развитие и продвижение общего наследия».
Главным вопросом рабочей встречи стало создание документации на получение разрешения на продление проекта для украинской стороны на три месяца, поскольку из-за военного положения и сложностей с оплатой договора ремонтные работы в Доме Малевинского приостановлены.
Напомним, два года назад Болград стал одним из партнеров Международного проекта, реализуемого в сотрудничестве с муниципалитетом Мурфатлар (Румыния) и муниципалитетом Генерал Тошево (Болгария). Общая стоимость проекта 1147440,10 евро. Сумма финансирования из Европейского Союза 1055644,89 евро или 98% от общей стоимости. Сумма же софинансирования, в частности из Болградского городского бюджета, – 8%, или по 4% в 2021-м и 2022-м годах. Ведущим партнером проекта является муниципалитет Генерал Тошево (Болгария).

Проведение мероприятия состоялось, несмотря на преграды. Украинская сторона выполняет условия международного проекта, заручилась поддержкой партнеров-участников и настроена на дальнейшее сотрудничество. Семинар, на котором не удалось присутствовать украинским участникам, состоится в Болграде, а обратную связь его участники получат онлайн.

THE UKRAINIAN PARTY HELD A TRAINING SEMINAR FOR PARTNER COUNTRIES WITHIN THE FRAMEWORK OF THE INTERNATIONAL PROJECT
Martial law in Ukraine made adjustments to the implementation of the international project BSB 1010 «Development and Promotion of Common Heritage» of the EMS Operating System «Black Sea Basin 2014—2020», according to the program of which the Malevinskyi House in the Park of Culture and Recreation named after O. S. Pushkin is restored.
All events planned this year by the Ukrainian party had to be moved to another country for safety reasons. The organizers of the project proposed to choose a neighboring country, namely Moldova, the city of Cagul, for the event.
According to the plan, the representatives of the project in Bolgrad held a training seminar «Ecological and Hobby Tourism in the Yalpug Lake Area: Best Practices and Prospects» from November 23 to 26.
The date coincided with massive attacks on the energy system of Ukraine, as a result of which the country was cut off and emergency power cuts were introduced throughout its territory. International checkpoints bordering Moldova were closed in Odessa Region. It was not possible for the whole group of 15 Ukrainian representatives to cross the border to participate in the seminar.
DESPITE THE DIFFICULT CONDITIONS, THE SEMINAR BEGAN ON TIME
The meeting and the participants' registration was conducted by Halyna Ivanova, the Director of the Odessa Regional Center of Bulgarian Culture in Bolgrad, and the Journalist Sofia Cheban, who managed to leave for the city of Kagul earlier.
The event began with the presentation of an advertising and informational motion picture, the main cultural objects, historical and natural monuments on the territory of the Bolgrad community.
By that time, the coordinator of the project in Bolgrad, Yuliya Dimitrova, together with the lecturers Valeriy Dimitrov, Tetyana Simonova, and the journalist of the Editorial Office «Druzhba-Mahala» Tetyana Manolova, were able to go to the city of Kagul to hold the event.
«The Ukrainian party is glad to welcome you to neighboring Moldova, unfortunately, the situation in the country with energy supply did not allow all the participants to meet you, we did everything to be here, albeit a small team. The plan, according to which we have to conduct the seminar, will be implemented», Yuliya Dimitrova welcomed the participants of the seminar.
She noted that from the first day of negotiations with the municipality of the city of Kagul, she felt support in the preparation of the seminar. And when the Romanian translator could not cross the Ukrainian-Moldovan border and be present at the event, the authorities of the city of Cagul helped the organizers of the project, and Tetiana Romanyuk, deputy mayor, accompanied the translation for the Romanian side.
«I am glad to welcome to the city of Kagul the representatives of three countries — participants of the international project. We all found ourselves in a difficult situation, but we managed to organize this event, meet and continue cooperation, and discuss plans for the future. Whatever happens, we are optimists, believe and hope for the best. On behalf of the city administration, I wish that this meeting will be fruitful and bring only positive emotions, new common ideas that could be implemented in the future,» Tetyana Romanyuk wished the participants of the seminar.
TYPES OF TOURISM
According to the program of the seminar, Valeriy Dimitrov held a lecture for representatives from Bulgaria and Romania, where he spoke in more detail about such types of tourism as corporate, educational, event, eco- and agrotourism, active and extreme, exotic or adventure, hobby tourism, shopping, timeshare, combined and cultural and excursion tourism. Together with the participants, Valeriy Dimitrov analyzed what types of tourism can be implemented in the cross-border region Ukraine-Bulgaria-Romania-Moldova.
First of all, these countries are united by a cultural component, namely multinationality, language, traditions.
«We have to make a combination of the historical and the modern in order not to lose our uniqueness. At the same time, joint projects can help us develop and popularize our culture for posterity,» Valeriy Dimitrov said.
ECOTOURISM OBJECTS IN THE WORLD, ECOLOGICAL TOURS OF THE ODESSA REGION, BOLGRAD COMMUNITY
According to the seminar participants and the lecturer, the most successful development for Bessarabia is eco- and business tourism. This region is attractive for tourists due to the natural potential of the Danube River, the presence of historical and cultural monuments.
«Nevertheless, in order to implement an interesting project, you need a base. On the example of the project „Development and Promotion of Common Heritage“, which united three countries, we can see what kind of synthesis is possible. Such a project makes it possible to compare, get acquainted with another culture, exchange experiences and, what is very important, a theoretical basis,» said lecturer Tetyana Simonova.
PRACTICAL PART
Having experience in the implementation of projects for the restoration of cultural monuments, the participants of the seminar were offered to create tourism projects on the territory of the Bolgrad community, namely on the shore of the Yalpug Lake.
Thus, the team from Bulgaria proposed to create a complex on the territory near the lake with the following locations, namely bicycle paths, gastronomic locations with national cuisine, area for cultural events, a children's playground and a playground for equestrian sports, an amusement park, the creation of a boat station and a pier for sports fishing.
The representatives of the Romanian team wanted to preserve the authenticity of the area near the lake and provide an opportunity for tourists and guests to connect with nature. To create a recreation area near the lake, areas for tent camps, various types of land and water sports. Two proposals of the seminar participants have good prospects for development.
WORKING MEETING
Project manager Valentyn Dimitrov, municipal councilors and project coordinators from Ukraine, Bulgaria, and Romania met to discuss the stages of implementation of the «Development and Promotion of Common Heritage» Project.
The main issue of the working meeting was the creation of documentation for obtaining permission to extend the project for the Ukrainian party for three months, since due to the martial law and difficulties with the payment of the contract, repair work in the Malevinskyi Building has been suspended.
Let us remind, that two years ago, Bolgrad became one of the partners of the International project, which is being implemented in cooperation with the municipality of Murfatlar (Romania) and the municipality of General Toshevo (Bulgaria). The total cost of the project is EUR 1,147,440.10. The amount of funding from the European Union is EUR 1,055,644.89, or 98% of the total cost. And the amount of co-financing, in particular from the Bolgrad city budget, is 8%, or 4% each in 2021 and 2022. The leading partner of the project is the municipality of General Toshevo (Bulgaria).

The event was held despite the obstacles. The Ukrainian party fulfills the conditions of the international project, it has secured the support of participating partners and is determined to further cooperation. The seminar, which the Ukrainian participants could not attend, will be held in Bolgrad, and its participants will receive feedback online. Together to victory! Everything will be Ukraine!
